
Being a member of CPPCC for three sessions and a delegate to NPC for two sessions, Cai Jiming’s fate with CPPCC and NPC has lasted for 21 years.
During the 21 years, Cai Jiming delivered 190 proposals and bills cumulatively, with the contents involving land system reform, citizenization of migrant workers, income distribution system reform, private property protection, management and supervision of state-owned assets, festival and holiday system, online car-hailing, settlement of laid-off workers and treatment of retired scientific and technical workers as well as other fields.
It always takes him massive time to carry out surveys and perform duties as a member or a delegate. In order not to influence his lecture for students, instruction and research works, Cai Jiming arranged almost all classes in the evening, and gave up all double cease days, festivals and holidays, and worked till deep night every day. He was reported by a media unit with such a title: Cai Jiming: the Holiday Reform Driver without Holiday.
At the mention of the feelings as a member or delegate over the past 21, Cai Jiming said “many expenditures, but worthwhile”. For him, the double status as a member or delegate and scholar supplements and benefits from each other.
In Cai Jiming’s view, theory should be integrated with practice, and social sciences must work in social development. Any really valuable social science research should originate from and go back to society, rather than only stay at the theoretical level, in periodicals and in academic works. “It is a scholar’s honor to transform his own professional research achievements into policy suggestions on reform and development and reported them to relevant decision-making departments through the channel of NPC”.
In turn, through the platforms of CPPCC and NPC, Cai Jiming understands more social and real economic life. He always warmly receives and patiently listens to anyone who came to him for some issues or problems, regardless of former employees of state-owned enterprises for pension or farmer groups for difficulties in life. “Their demands make my academic research close to life and better responding to people’s desire.”
